  2. Divide white chocolate chips into two portions: set aside ½ cup for the fudge and ¼ cup for topping.
  3. Heat the flour in a microwave-safe bowl for safety, stirring until it reaches above 160°F (71°C).
  4. In a medium saucepan, combine ½ cup white chocolate chips, condensed milk, butter, sugar, and salt. Cook over medium-low heat until smooth, about 3-5 minutes.
  5. Reduce heat to low and sift heated flour into the melted mixture, stirring gently until incorporated.
  6. Remove from heat and stir in vanilla extract and reserved ½ cup chocolate chips until just combined.
